NOTICE

Important changes have been made to Plan C.  The following paragraphs in blue font detail these changes and the reason for them.  The original Plan C follows with the changed sections identified in red font.

The multiyear effort to get global universities involved to research the anticipated consequences to their countries and cultures of disclosure and acknowledgement of extraterrestrial/earth contact has not been productive.  A new strategy to raise consciousness on this once-in-a-world event has been designed.  We have not given up on fearful university systems, but much of their fear is rational.  The idea of a bold, intellectually independent university is a myth.  Taking a lead on the subject of ET/Earth contact without political cover would threaten funding from all of their traditional sources.

The fundamental strategic change in Plan C is to present a briefing to selected elite groups that have the position and power to influence political, business, spiritual, academic, military and other sectors of society.

The $100,000 offers to universities to research and write a White Paper on the consequences of disclosure is withdrawn.   The student essay contest remains in effect.    A small survey we ran at a large state university indicated that a majority of students polled supported university involvement in this subject.  We also discovered individual faculty support and opposition.   There was no support at high administrative levels.

If disclosure is made with a threat spin, we can anticipate a short rigorous academic debate that will be muted when universities jump at the opportunity to take federal funding to study what can be done to maintain the status quo.

When I suggested that complete, honest disclosure would close the curtain on the era of the global nation-state system and predatory economics, few were willing or interested in discussing that probability.  In summary, few recognized the true balance of the opportunity/threat ratio.  This is the result of lack of knowledge of the true origins of mankind, our ancient relationships with the Anunnaki, and modern contact with assorted other extraterrestrial cultures.  Few had any knowledge about the approach of Planet-X.

At best, ignorance is a path to sadness and disillusionment.  Predictably it is a stepping-stone to chaos and possible violence.

All but one of the originally planned six phases of Plan C are put on hold.  These will be reassessed depending upon the success of the new briefing strategy.

Phase six, Visiting Others involvement with Plan C takes on a new importance, as will Earth Disclosure and the global Oasis strategy outlined in the basic Plan C below.  As a reminder, Earth Disclosure is the concept of ferreting out already existing technologies that will ameliorate current crises in energy, food, health and sanitation, and requesting Visiting Others’ assistance in their implementation on Oases in countries around the world.  The Oasis system will be privately funded in countries selected equally for opportunities and needs.  They will serve as a model of what can be done now with what we already know, and to incubate new technologies from all sources.  This will be a critical project to send a message of hope to ourselves and a message of maturity to the Visiting Others who will be watching to see if we are approaching adulthood and deserve membership in the Cosmic Community.

Plan C is an integral component of P.E.A.C.E. Inc’s global peace work. (www.peaceroom.com) It is a proactive project in support of the anticipated disclosure of Earth’s historic relationships with a host of cosmic cultures.

The following discussion of Plan C has been extracted from a paper presented on June 11, 2006, at the Extraterrestrial Civilization and World Peace Conference, King Kamehameha’s Kona Beach Hotel, Kona, Big Island, Hawaii. The Exopolitics Institute sponsored this conference: www.ExopoliticsInstitute.org. It was updated in April 2008, and presented at the forth-annual X-Conference held at the Hilton Gaithersburg Hotel (Maryland), April 17-20, 2008, and at the National Press Club Press Conference, April 21. The host of the X-Conference is the Paradigm Research Group (www.paradigmresearchgroup.org). The Plan C edition presented below introduces a new Plan C project: Earth Disclosure, and there are significant changes from earlier editions.

History of Plan C

This plan is a greatly revised permutation of Plan B, a plan that was discussed but never used in the Rockefeller initiative with the Clinton administration. Plan B was brought up by Mr. Rockefeller during our first meeting with Jack Gibbons (April 14, 1993) when Gibbons said that he knew nothing about UFO/ET phenomena and certainly nothing about any government policy concerning it. This was a stunning statement. It could have meant that a decision had been made to stonewall any discussion of the subject. Mr. Rockefeller responded with controlled anger when he said, ”I have considered taking out full page ads in all of the countries’ major newspapers to build public support to pressure the government on this issue.” Gibbons was shaken and quickly said that would not be necessary, that he would be glad to work with us. I was really confused by what Gibbons had said. I had known him for seven years and had told Mr. Rockefeller that he was a very intelligent person with cultivated diplomatic skills. The rest of the meeting went more smoothly, and when it was over, Gibbons asked me for the help that I had previously offered.

The mystery of what happened was solved by mid-afternoon that day when I got a call from Ron Pandolfi, the CIA’s Weird Desk Officer. Ron asked me how the afternoon meeting with Gibbons had gone. I told him that there was no afternoon meeting. After a short silence he asked if the meeting had been cancelled. I told him, no, that it had been rescheduled and held early that morning. There was a longer silence, and then he asked again, “How did it go?” I said that it was an embarrassment to Gibbons because no one had supported him for the meeting. He said, “Oh my God, we sent the briefing over this morning. We didn’t know that the meeting time had been changed.” Since this was not a CIA program, and a potentially political bombshell, they really didn’t want to get involved with it. But when Gibbons asked them for a briefing they had to respond.

What they did was inept, and reflected the Agency’s attitude toward the Clinton administration. Twenty-four hours before the scheduled meeting, Pandolfi called Bruce Maccabee and asked him to prepare a briefing. To his great credit, Maccabee worked all night and delivered a briefing to the CIA the next morning that summarized the best U.S. sightings. He had been given no guidance, but realized the importance of the meeting and decided that the best thing he could do was to provide Gibbons with information about responsible witnesses reporting extraordinary events.

When we departed the morning meeting and were walking out of the Old Executive Office Building, Mr. Rockefeller turned to me and asked, “That was the very intelligent and diplomatic savvy guy you told me about?” When I told Mr. Rockefeller later what had happened, we both lowered our expectations of Clinton being able to do what we had hoped to accomplish. Not only was Clinton kept in the dark about any UFO/ET programs; he had no knowledge about policies regarding them.


Plan C

Reality: Billions of the earth’s population has no knowledge of exopolitics. This is not a matter of lack of interest in the subject, but sadly and simply because they must devote all their physical and intellectual energy just to survive. That will begin to change for them, and for the rest of the earth’s population when disclosure takes place whether by skillfully implemented strategies, or by accident, or by blundering incautious bureaucracies.

A very large number of people in many countries are familiar with the evidence that supports the premise of Plan C: the simple and profound fact is that we have been known, monitored, approached, contacted, investigated, examined, studied, and taught since the dawn of humanity by a variety of alien species. Our preference is to refer to these space and time travelers as the Visiting Others.

Plan C is not an intellectual exercise just to gain and exchange knowledge and opinions. Too many institutions for too long have deliberately or innocently failed to honor our natural role in the universe. Recognized and honored or not, we have always been influenced and challenged by this larger reality. We will engage the world’s population, and give them a voice in exopolitics

The agenda of Plan C is to solicit and assemble the best-informed and enlightened minds of the entire world to contribute skill and knowledge as to how to present us as a species in our best interests and intelligent interaction with Visiting Others of widely varying types. This is an action plan that is overdue. There is no designed role for governments and the United Nations to play. Some governments need serious help to get out of the hole they have dug on disclosure. However, Plan C is specifically designed to start a global dialogue about the consequences of disclosure and contact. It therefore will be supportive of any UN or individual Nation State disclosure strategy that is dedicated to serve global civilization.

Phase One (There is a new strategy for this phase) will establish the foundation of Plan C. This will be a body of intellectual material, White Papers, from Think Tanks and universities from around the world that address, from the regions and cultures that they serve, a series of questions based upon the following assumptions:

The consequences of cosmic cultures meeting will be profound in the extreme. Every segment of civilization will be affected. Religion, politics, science, technology, health, agriculture, education, the complete spectrum of life will be challenged by undeniable knowledge of a larger reality.

The only thing larger than the challenge will be the opportunities for Earth and all its creatures.

Contemplation of what the impact will be in various cultures, and the likely responses from those cultures is a worthy project for the best minds willing to undertake that challenge.

The academic community has largely ignored this subject. There has been no unclassified government grant money to attract researchers. This has made the subject suspect at best, and a possible third-rail to avoid. The result of this is that the best minds in most countries have not been engaged on the most important and complex issue that can be imagined. That is becoming a dangerous situation.

There is, however, an established discipline of exopolitics, and global groups and individuals actively working in it. This community has been covering all the classical academic disciplines, and working through and around the embargo on truth about exopolitics, an open source truth-base foundation is being built.

There will be three different timing situations considered in Phase One. The first situation is Future Impact. This is the current world situation. There has been no officially announced or recognized contact. Whether or not such contact has taken place, and for any reason withheld from public knowledge, is not an a priori issue to be addressed. The second situation is First Impact. This will be when disclosure has either been officially announced or that the evidence is so obvious and abundant that contact is recognized without official announcement. The third situation is Post Disclosure/Contact Impact. This covers one year after disclosure/contact and beyond

For all situations of Phase One, the following assumption is made:

The meetings take place under conditions of comity and mutual respect.

Questions and issues to be addressed include:

What will be the impact of these meetings on the culture(s) of your primary concern?

What segments of your culture(s) of concern will be most affected?

How will this impact differ from the impact on other cultures?

How will your culture(s) of concern respond to the consequences of these meetings?

Has your culture(s) of concern anticipated such meetings?

On a global basis, how should the response be orchestrated?

The matter of primitive and highly evolved cosmic cultures arises. To be answered, where is Earth in this continuum?

Phase Two, (This phase is deferred) the material of Phase One will be collected, compiled, translated and disseminated broadly around the world in multiple languages.

Phase Three (Deferred) will involve international polling to measure public response to the disseminated material of Phase Two. Polling will largely be via the Internet, with sample polling in areas not adequately covered by the World Wide Web. From this phase a People’s Manifesto of Expectations will be prepared. It will be presented to the President of the United States, all other Heads of States, and others.

Phase Four (Deferred) will involve requesting written responses from Heads of States, opposition party leaders, legislators, jurists, religious leaders, academic leaders, the CEOs of the thousand top corporations, and senior retired military and intelligence personnel, about the material of Phase One, and the public response of Phase Three.

Phase Five (Deferred) will be a final report of findings, assessments and comments of Plan C.

Phase Six (New importance to this phase) will be determined by the Visiting Others.

The period of performance for phases one through six is estimated to be two years. This is probably an optimistic figure.

Plan C Organization

P.E.A.C.E. Inc will be responsible to raise the funding required to implement Plan C, and will manage the implementation of Plan C with input and assistance from the global Exopolitical community.

The estimated cost to implement Plan C is five million dollars. Invitation letters have been sent to twenty-three leading global universities in eleven countries. One university in each of these countries will be offered $100,000 to research and write the White Paper discussed above. When any major country makes an official Disclosure announcement, the $100,000 offer will be reduced to $50,000. When the Visiting Others make repeated daytime appearance in their ships and thereby completely remove all doubt of their presence in Earth affairs, the $50,000 offer will be withdrawn. (These payment offers to universities are withdrawn) P.E.A.C.E. Inc will work with every university eager to make their contribution as a service to humanity’s future.

Country Managers

We are recruiting country managers to oversee the implementation of Plan C in each of the targeted countries. The manager could be an individual, an organization with knowledge of the field or a university ready to learn and serve in this undertaking. The manager must be respected within the country. Experience in peace and justice work and conflict resolution would be a desirable bonus.

Comments and Observations

We intend to recruit universities in the following countries: Australia, Brazil, Canada, China, Egypt, France, Germany, India, Israel, Italy, Japan, Mexico, Norway, Qatar, Russia, Singapore, South Africa, South Korea, Turkey, the United Kingdom, and the United States.

A less ambitious list would be: Brazil, China, France, India, Japan, Mexico, Russia, South Africa, the United Kingdom, and the United States.

Comments on Colleges and Universities

The premise of Plan C will be a shock to academe. This is the obvious consequence of the successful disinformation program in the United States, and for the most part, the willingness of other countries to go along with it. How do we rapidly and effectively bring them up to speed so that those who want to participate feel confident that their effort will be worthwhile? The mind set in academe is that what is real is currently covered in their curriculum.

Maybe the shock of being asked to participate in this plan will finally get the attention of some schools, and they will seriously consider the premise of Plan C, and enter into a dialogue without snicker overtones.

However, we must not underestimate the power of a cover up that has been on for so long and has been so successful, that many accept the cover up as truth. Additionally, at both conscious and subconscious levels there is fear of what we may discover behind the stars. What will be obvious to all, and very sobering, is that when disclosure takes place – everything changes.

We will point out the real global events that may have not caught their attention. Countries such as Mexico, Canada, France, Brazil, Belgium and others have recognized the challenges and opportunities that exopolitics presents. We can point out the predicament that the U.S. government is in. Reversing a policy of sixty years of deceit and additionally trying to finesse the necessary disclosure process is as difficult as it is necessary to do for the future of the species. There can be no turning back, and the best universities will see significant future payoff to come aboard at this time and make a contribution.

Members of the Exopolitics Community are posting a two-page entry in the website: www.peaceroom.com under Exopolitics Network Resource Manual (ENRM). Those who do are signifying their willingness to assist Think Tanks and universities in planning and researching their White Papers.

We can assume that there is already a government plan to inform the public what they need to know for the events ahead. We plan to engage the colleges and universities before the government makes its statement. If our timing is right, colleges and universities will be in a position to comment on what the government delivers to the public.

We certainly hope, and fully expect that the tone and quality of material that the government provides in the opening round of disclosure will be much different than what the Air Force was required to come up with to explain Roswell and otherwise to disinform. We expect it to be very sophisticated and delivered in a full court press, and that academe will be a very specific target group. The material we deliver to support Plan C must be clever enough to accommodate what the government delivers.


Recruiting Think Tanks and Universities (The new briefing strategy replaces this failed approach)

In the spring of 2010, Scott Jones and Neil Freer will start a month-long global Workshop tour to present Plan C to invited universities and Think Tanks. Current plans are to present the intense two-day Workshops in Washington, D.C., Europe, the Middle East, India, Japan and China. Simultaneous translation in the language of the host country will be provided, and all relevant Plan C documentation will be provided in a variety of foreign languages.

Anticipating the Government’s Disclosure Strategy

We expect the message to be cast in terms of hope and opportunity, and that would be a sincere expression. It most certainly will be the desired outcome from the arbiters of the status quo. Some of us will be working for a far more generous and equitable status quo, but none of us will be able to predict with confidence the immediate, short term and long term consequences of disclosure.

Throughout history, aboriginal cultures have gone through something as traumatic as what disclosure will mean to us. Very few of these cultures survived, principally because there was no interest in their survival. This, of course, raises the issue of intent. What are the intentions of the Visiting Others, and what are the intentions of our government in this drama?

We don’t know these answers, but it is necessary to make some assumptions in order to develop strategies to survive and to take advantage of every opportunity.

The Military-Industrial Complex (refer to President Dwight D. Eisenhower’s farewell address of January 17, 1961) most certainly is involved in all contact and disclosure issues. That very important and powerful economic and political combine could be greatly weakened or greatly strengthened by disclosure. It depends upon the spin placed on disclosure. If the spin is one of threat, and accepted by the public, an ascendant status quo bellicus may result.

More accurately, the Military-Industrial Complex should be identified as the Military-Industrial-Congress Complex. When the military budget became the nation’s most predictable jobs program, Congress became a full partner.

The first questions concerns timing: why disclosure now? Has the second generation of Terrestrial Controllers lost their nerve, grown senile, got religion? Is there serious concern that the terrorists’ war threat may spin out of control, and must be trumped by a larger potential threat? There is no inconsistency in presenting disclosure in terms of hope and opportunity with future intent to label it as a threat. This is a well-established strategy. There are, however, some very practical considerations. The first is the establishment of the World Wide Web and the Internet. Inexpensive, near instant global communications available to the public has made keeping secrets much more difficult. The ubiquity of the cell phone with its ready camera has overwhelmed the counterintelligence community’s ability to control dissimulation of photographs that evidence the reality of the Visiting Others. It is also very significant that some TV media has freed itself from the truth boycott. Eight years of the Bush administration caused a lost of respect for the United States as the chief global Controller. Other countries are more ready for disclosure, and have taken obvious steps in this direction. Another significant development has been the ability of other countries beside the United States and Russia to survey the backside of the moon, and not be dependent on the U.S. and Russia to share discoveries made there.

It is important to observe that the Visiting Others have shown specific interest in our nuclear facilities. ICBM sites in both the U.S. and Russia have been monitored by them, and to our great consternation, on some occasions, systems have been shut down during these visits. Perhaps some country has placed nuclear weapons, or some other weapon system of mass destruction in orbit, and this is a line in cosmic dust that we should not have crossed. ET involvement with U.S ICMBs is accepted by many as proof of ET/Earth contact, and thus validating the ET hypothesis. The book, Faded Giant by Robert Salas and James Klotz, details the 1987 incident at Malmstrom AFB in which Salas, then a USAF officer, was personally involved. Such events are major peace and stability issues.

This discussion has taken a dark turn from the opening paragraph of this section, i.e., from hope and opportunity to a fear and threat. However, the past sixty year history of the ET/UFO enigma has been bizarre. It is a rich mixture of real and induced fear, lies, disinformation, hope, wild and reasoned speculation. It should not be a surprise that when the truth starts to come out, that hopes and fears are both validated, and that the situation has been much more complex than even the most fertile minds imagined.

It is significant that we can discuss exopolitics with knowledge that Earth and its global population has never been attacked by the Visiting Others. There are, however, intriguing references in Vedic literature such as the Rg Veda, the Mahabharata, the Arthasastra of Kautilya and others that are either the earliest known science fiction, or accounts of conflict between beings with weapons of mass destruction. A most provoking comment about ancient flying “chariots,” as they are frequently referred to, is that they were as fast as thought itself. That
certainly would overcome any Einsteinian issue of travel beyond the speed of light. It is the height of intellectual arrogance to discount oral histories, to think of all ancient cultures as technological voids, to depreciate the most ancient literature as irrelevant to our future, and most importantly to fail to fully absorb the knowledge stored in Sumerian clay tablets.

Maybe we have not been attacked because, except for the beauty of Earth, there is really nothing here that they don’t already have, or by basic nano technology can create. It could be that their interest in us is based upon our extraordinary violent and covetous attributes. That may be rare in their circle of friends. But then, maybe they want to send a message that our violence and other irrational behavior are costing us more than we realize. Knowledge from cultures that have survived its adolescence will only be shared with those who demonstrate that they are ready for adulthood.

A simple White Hat/Black Hat dichotomy has merit. As much as we think we know and can prudently speculate about, there is much more that we do not know.

It should not alarm a potential friend if we maintain a prudent defense posture. It simply acknowledges an accepted fact. The universe is home to many species, some of which have demonstrated a capability to visit us. If any of these intend to treat us as we treat each other, we will need a defense.

Here are a few theories on timing of disclosure that are offered without arguing any of them:

● Some country has placed a nuclear weapon into orbit, or is ready to do so. This crossed the line with the Visiting Others and they have dictated to the U.S. that disclosure must be made.

● Terrestrial Controllers have decided to upgrade the global threat because they can’t handle the current terrorist threat scenario.

● The evolution of consciousness on Earth has reached a level that warrants disclosure.

● This is simply the schedule that the Visiting Others have decided upon, and deliberately provoked Earth to take action by increasing the number of sightings.

One of the most difficult intelligence collection tasks is to determine “intentions.” Some politicians are not shy to equate intentions with capabilities. But these are merely assumptions and no logical link can be made. The extraordinary technological capabilities demonstrated by the Visiting Others do not predict either benign or aggressive intentions.

It is much easier to discuss the intent of the U.S. government related to disclosure. It is first to survive the event by controlling it as much as possible, and then to capitalize on opportunities as they develop. These intentions are what we would expect from our government. However, there are issues that arise from these assumed government intentions that spring from sixty years of government lies and disinformation about the subject that disclosure will relieve.

Perhaps the maximum expectation from a government statement about disclosure would be something like the following. The statement would be made by the President and -

● explains in detail why the public was subjected to the massive disinformation program,

● identifies the agencies and people involved in our country,

● identifies all other countries involved and the roles they played,

● explicitly identifies what was gained during this period that justified such deceit,

● fully apologizes to the country and the world,

● identifies the new procedures that will keep this from ever happening again,

● explicitly identifies what we can expect to gain from disclosure,

● states that we will be vigilant as we move through the process, and

● affirms that the Visiting Others are willing to appear when invited by the people.

That may be too much to expect for the first announcement, and more than the public could handle at one time. Subsequent announcements should come from recognized senior military and intelligence officials, civil authorities, and in close sequence

This will be a scary and confusing time. A chorus of “I told you so, and you lying Bastards” would not be helpful. The moment calls for calm, truth, and education leading to a period of discussion and assimilation.

This period of assimilation may take a long time, but we will know it is over when there is a growing voice from the people saying, “Well, where are the Visiting Others?”

Disclosure and overt contact are two important and separate issues. Contact follows assimilation of the truth of disclosure. Because of the high potential for emotional overload, it would be unwise to invite any of the Visiting Others to participate at the announcement event, even those who are highly anthropological.

However, it would be important for the President to bring a message from them that answers basic questions and raises the most important one:

● Who they are, where they are from, how long have they been associated with Earth,

● Why disclosure is being made now,

● What they expect to get from disclosure,

● What they have to share with Earth

● When will the 10th Planet arrive and what will be the consequences to Earth,

● When they are willing to appear during daylight hours, and under what conditions

● Do you realize that our coming brings the family together?

This last item, the question about family, should provoke the organized religions that have been anticipating this event for many, many years to state their positions about the significance of what is happening. We know that the Vatican is prepared for this moment, and its public position on it suggests they have concluded that disclosure is at hand.

Revenge, Justice and Reconciliation

The deceit used against the U.S. public, the very serious constitutional issues involved, the emotional shock, and realization of the importance of opportunities lost or at least delayed, will so anger some people that they will demand revenge, legal and extra-legal, for what took place and for those responsible for the cover-up. The more moderate of these appeals will be made for a demand of justice.

It must be acknowledged that thousands of citizens have had non-consenting relationships with some of the Visiting Others. These encounters appear to have been part of medical and genetic research that we can assume was important to the Visiting Others. Justice is certainly owed to these citizens and their families, and it should come first from the Visiting Others in a form of special psychological and physical health support and benefits. This very likely will come from a species of Visiting Others that was not involved in the non-consenting relationships.

The larger issue is that an unmet cry for revenge, even when couched in terms of justice, can seriously disrupt and bias the process of disclosure. It will play into the hands of those who always emerge to capitalize on emotions in times of chaos and uncertainty.

The most practical strategy to address this eventuality is for the President to state at the first Disclosure announcement that he will remove all restrictions of security oaths signed by those involved in ET programs and their cover-up, so that these individuals may testify under oath to an independent Commission on Disclosure, and to Congress for whatever investigation and legislation that body may plan. Additionally, they will be granted immunity for action done under orders in the ET programs and their cover-up. There are viable South Africa truth and reconciliation commission models that can be considered for this necessary action.

With all of the above commentary, the reader may be weary and has lost the thread of what Plan C is about. It is designed for three important purposes: (1) prepare the global public for disclosure, (2) influence the strategy for disclosure by the terrestrial Controllers to achieve the most positive outcome for everyone, and (3) send a message to the Visiting Others that we are concerned, determined and vigilant, trying hard to prepare for and to implement Disclosure, and that we expect them to honor the complexity of the problems we are trying to handle. For them to release a batch of doves or some other recognized symbol of peace might be helpful, but not adequate to assuage the natural fear that most humans will have
to handle. We will need time, and lots of it after Disclosure is made, to educate the population about the significance of the larger reality in their lives.

Expectations.

The expectations game is easy to play, and it would be a dangerous strategy for terrestrial Controllers to raise expectations of wondrous gifts that would follow disclosure and contact. There is little doubt that the Visiting Others could “solve” the world’s energy, food and health problems by sharing technology unknown to us. That will not happen. The reasons are obvious. The first is that we have done nothing to deserve such a shocking infusion of knowledge, and more importantly, such gifting would shatter the world’s economic and political system.

The Earth Disclosure and Global Oasis programs will be given maximum attention

What may be helpful is a special project of Plan C: Earth Disclosure. The project will be introduced during Plan C’s Phase Three – International Polling, and hopefully the Visiting Others’ response in Phase Six.

One polling question will be: Do you believe that there is adequate Earth-based knowledge to greatly ameliorate current crises in energy, food, health and sanitation? Follow-on questions will give the respondents opportunities to take responsibility for Earth’s sad and dangerous condition. The Earth Disclosure project will lay the foundation for a global Oasis strategy that envisions every country having one or more Oasis. In an Oasis, an assembly of highly creative minds will address energy, food, health and sanitation issues. A list of hopeful solutions in each area will be drawn up, and the Visiting Others will be requested to prioritize each list, with the highest priority given to the approach most likely to be successful.

Earth Disclosure will not be viewed with pleasure by the existing world economic and political power structure. We will find out quickly and with precision if the dominant Visiting Other groups are really interested in Earth’s survival. The proof will be their willingness to identify the priority research, and then to assure that the fruits of this research are openly shared with all the people of the world.

It is obvious that P.E.A.C.E. Inc sees the need for and is trying to initiate the transformation of Earth. The transformation we seek is spiritual, love-based compassion and respect for all life. Frankly, we have little expectation that all organized religions are capable of making a positive contribution to this undertaking. The dark history of religions’ contributions to war and violence is well known. It is the consequence of claims of God’s special favor, and being the gatekeeper of an exclusive pathway to salvation. Every revelatory religion is headed for a humbling transformation or a withering away if the Visiting Others reveal something stunning about the origins of humankind and open an unexpected curtain on the nature of God.

The Oasis concept of self-deliverance would never be allowed to operate without the protective force majeure of the Visiting Others.

The concept of the Earth Disclosure project is work in progress, and will only be possible if the Visiting Others agree to support it. The not so secret, secret government will easily survive a successful Earth Disclosure program, and eventually will run it, as there will be great profit margins involved. However, it has the potential of greatly changing the dismal global status quo. We must expect that economics will be a critical factor. The greatest resistance to disclosure may come from the commercial sector in the United States that has profited greatly from technology gleaned from reversed engineering of recovered ET craft, and from direct interaction with Visiting Others resident on earth. Disclosure will break this monopoly and allow the world to share in what has been very special knowledge.

The world’s gene pool only supports a relatively small number of geniuses. In countries with high infant death rates, this vital cadre is harvested by something as preventable as dysentery. It is in the world’s vital interest to assure the survival of the brightest.

Will the Visiting Others support Earth Disclosure? They may give it a try because it contains the seeds of maximizing human potential. The flowering of that increases the odds that non-violent solutions to problems become more visible and believable.

The Issue of Proof Won't Go Away - Nor Should It

There is a huge body of unclassified and declassified documentation that addresses the issue of proof of ET/Earth contact. For a variety of reasons very few in academe are familiar with it and few show any interest in changing that situation. Plan C was designed to influence what I consider to be this bizarre condition. We tried to finesse the issue of proof by designing Plan C to contemplate the future consequences of contact after disclosure was officially made and accepted. That strategy was not successful.

As a former university faculty member I can remember how comfortable it was to teach what I had been taught, and to take pride in keeping up in my field. I only looked for research grants in my field, realizing that I would not be competitive out of my field. The reality is that there currently is no "exopolitics" field in academe. That will change, and the change will be accelerated by student interest and demand.

We find it interesting that intelligent skeptics will beg off discussing the subject by stating that they have never heard of a qualified scientist legitimizing the field. Of course, that is a statement about the limit of knowledge that the observer has about the field.

Dr. Carl Sagan is remembered for a number of important things. Chief among these were his televised lectures on space that peaked public interest in exploration of the cosmos. I tried to get Sagan involved in some of the work I was doing with Laurance Rockefeller that led up to our Clinton initiative. Our exchanges in correspondence showed his wit and an absolute position that it was a waste of time to discuss the subject of contact. He refused to be involved with pushing the government to share whatever special information it may have on the subject. Curiously, here is what else Sagan had to say on the subject:

“Mankind must be prepared to face the probability that we have already been visited by intelligent beings from elsewhere in the universe – and that they have – or have had – bases on the averted side of our moon.” Carl Sagan (1934-1996) American Rocket Society, Los Angeles, December 1962.

In his book, Intelligent Life in the Universe, he indicated Earth had likely been visited by extraterrestrials. He states: "Sumer was an early--perhaps the first -civilization the contemporary sense on the planet Earth. It was founded in the forth millennium B.C. or earlier. We do not know where the Sumerians came from. . . . I feel that if the Sumerian civilization is depicted by the descendents of the Sumerians themselves to be of non-human origin, the relevant legends should be examined carefully." (p. 456). He goes on to ask, "What might an advanced extraterrestrial civilization want from us?” He answered his own question by stating; "One of the primary motivations for the exploration of the New World was to convert the inhabitants to Christianity -- peacefully if possible -- forcefully if necessary. Can we exclude the possibility of an extraterrestrial evangelism?" (p. 463).

Revisiting the Brookings Institution Report of 1960

As it stated, “Since intelligent life might be discovered at any time. . . and the consequences of such discovery are presently unpredictable,” the authors of the Report recommended two study areas: “Continuing studies to determine emotional and intellectual understandings, and attitudes – and successive alterations of them if any – regarding the possibility and consequences of discovering intelligent extraterrestrial life,” and “Historical and empirical studies of the behavior of peoples and their leaders when confronted with dramatic and unfamiliar events and social pressures.” Footnotes to these recommendations contain the most often cited comment from the Brookings Report, “It has been speculated that, of all groups, scientists and engineers might be the most devastated by the discovery of relatively superior creatures, since these professions are most clearly associated with the mastery of nature, rather than with the understanding and expression of man.” I suspect that this analysis would now be considered quaint in view of the ride that fires, floods, earthquakes, tornadoes, typhoons and global warming are giving all of us. There may be a few scientists and engineers still wearing their Master Capes, but most have dust on their knees from honoring the ageless reality of nature. Give them another 100,000 years to work the problem, and things might change a bit.

Did NASA or some other organization accept the recommendation to continue to study the issue? There is nothing in the public domain to answer the question. However, it was such a reasonable recommendation that I strongly suspect that there are at least bi-annual reports, appropriately classified, and candidate documents to be used when the full flood of disclosure is underway

Who might have been involved in any post-1960 Brookings Report project? I hope that the best minds in academe were recruited for this work. There are adequate precedents for this. A good example is CIA’s Project MKULTRA. We know some, but not all, about this program of research and testing the use of drugs and other technologies in behavioral modification. It took two congressional investigations to force the CIA to reveal what they did, the so-called MKULTRA Family Jewels. But what they never admitted was any interest in the use of electromagnetic energy to influence the mind. Since such research was well known in the scientific community, its absence from the list of Family Jewels was glaring. It suggests that a deal was cut with Congress to allow nondisclosure about this subject. We do not have a good handle on Visiting Others nonverbal communications with us. We call it telepathy, but how does telepathy really work? Does it involve some portion of the electromagnetic spectrum?

These questions aside, for MKULTRA, one hundred eighty-five non-government researchers, faculty and graduate students, in forty-four colleges and universities, joined fifteen research foundations, chemical and pharmaceutical companies, twelve hospitals and clinics and three penal institutions to do the work. The odds are that Carl Sagan was on the payroll. There is a very important role for colleges and universities to play in preparing for disclosure.

In some significant way, Earth’s violence appears to threaten the Visiting Others. They clearly could end that game if that was their intention. As long as the fiction of being alone in the cosmos is maintained, the Terrestrial Controllers can avoid modifying their patterns of economic and political control. When disclosure is made, a new game will emerge with several competing visions. One doomed vision will be held by a portion of the arbiters of the old status quo: stay the course, defend the world, place weapons of mass destruction into orbit, build a space fence to keep the aliens out. However, that will be a minority group within the old Terrestrial Controllers. The majority of them will clearly recognize that the nation state system is completely inadequate to capitalize on the new opportunities that will emerge when Earth is formally invited to join the larger Cosmic Community. The manifestly dysfunctional nation state system cannot curb its predatory violence, feed or heal itself, and is incapable of timely, coordinated response to easily discernable and threatening natural climatic cycles. However, the deciding issue will be recognition that the old nation state system would be too vulnerable to manipulation by
competing cosmic cultures. In order to compete in the Cosmic game, our global political and economic system will have to be redesigned.

One hopes that attending all of the above will be an uplifting shift in consciousness, honoring peace and justice. We strongly suspect that any formal invitation to join the Cosmic Community will be contingent upon that.

With a good plan (Plan C), hard work, luck, and Visiting Others’ support, there may be an opportunity to participate in the chaos described above. The other option is “Lights out, Earth.”

Success, defined as survival, depends upon building a team that brings individual and collective genius to implement Plan C. Because we have been so inattentive to the consequences of violence, greed and breeding beyond the carrying capacity of Earth, we may be in a death spiral that can only be decelerated, but not reversed. But the effort to survive will pay interesting dividends. At some point we will make breakthroughs in the physics of consciousness. Perhaps the Visiting Others will provide a few helpful discovery keys. What will this final physics reveal? Join the Plan C team, and do the work to find out.

Plan C Student Essay Contest (Still in effect)

Background

In August 2008, letters extending an invitation to participate in Plan C were sent to twenty-five universities in countries around the world. Follow up letters were sent including one in November when Obama was elected president. Attached to the November letter was a copy of the photograph of thousands of Orbs celebrating with Obama at Grant Park in Chicago.

Most of the letters were sent to the head of each university. Exceptions were to faculty members with whom I have a personal relationship.

An immediate negative email response came a Chinese university (Professor friend). A formal negative response came from an Australian university (Vice-Chancellor), and a second Australian university replied, “Not at this stage.”(Vice-Chancellor). Response from one U.S. university was “No, but I support the Plan C concept.” (Professor friend).

Six months of silence from all the other universities may be interpreted a number of ways including: (1) Such an odd proposal does not deserve a response, (2) The $100,000 offer to research and write the White Paper on disclosure was not enough, (3) We are still considering the proposal, but fearful to do the work. (4) The faculty cannot agree.

Whatever the reason for lack of response, Plan C remains on the table as an action program. We are augmenting Plan C with the following student essay contest. We believe that student activism will overcome administrative and faculty inattention to this subject. The question is: how do we get student attention and involvement? Our first idea follows.

Annual Graduate Student Essay Challenge on Consequences of Disclosure and Contact

Requirements: From an accredited university, certification from an academic department head that a minimum of ten graduate students will participate in the essay challenge; that the essays will meet the university’s academic standards and will receive earned academic credit. All traditional academic departments, e.g., sociology, history, economics, history, political science, philosophy, psychology, biology, anthropology, are eligible.

Annually, at each participating university, a prize of $1,000 will be awarded to one student writing the winning 4-5 thousand-word essay on the following subject: “Sociological Consequences in China of Disclosure of Earth/Extraterrestrial Contact.” (The example given illustrates a specific academic department in a specific country. The academic discipline and the country in italic type are obviously variables.)

Each academic department will judge the essays done in its discipline, ranking each entry. All entries will be sent to P.E.A.C.E. Inc where a committee of Exopolitics professionals will grade the top four essays for all departments. One winner will be selected based upon the skill of using exopolitical data in research.

The winning essay will be judged a second time in competition with other winning essays from other universities. A second $1,000 prize will be awarded in that competition.

Entries may be submitted in any language, but must also be translated into English.
